When do I need to request ASC review of a project to maintain, repair or improve my home or landscaping?

As it states in CC&R 10.03 - No improvements of any nature whatsoever shall be constructed, altered, added to, or maintained upon any Site, or any part of the Property, except (a) such improvements are approved by the ASC in accordance with this Article X, or (b) improvements which pursuant to this Article X do not require the consent of the ASC. A list of those not requiring ASC review should follow immediately. They are: (a) replacement (including repainting) of a portion of a structure using the same materials and color and not changing the size or shape of the improvement. These require reporting to the ASC (using the reporting form) PRIOR TO starting the project. (b) Landscaping of less than 25% of the landscapable portion of the lot. (c) Interior modifications that do not alter the outside of the building or structure. If there is any doubt as to whether a report of request is required, the ASC Administrator should be contacted.

Q: Why does the ASC have to know about repainting, roof replacement, deck replacement and landscaping?

The rules that govern construction and maintenance in the Semiahmoo community (the Covenants, Condition and Regulations (CC&Rs)) were written by its founders to preserve the planned aesthetic of the community and protect property values. They are legally binding on all members of the SRA. They created the ASC and define it purpose and scope of authority. The ASC wants to help members comply with the CC&Rs.

Q: Why does exterior remodeling of my home require ASC review?

Anything that changes the exterior of a building or structure in Semiahmoo requires prior ASC review. The ASC staff will help determine how extensive the submission of plans for the remodel must be. Some remodel projects are small and have little impact on the appearance of the home, but some are extensive construction projects requiring review similar to that for new construction.

Q: When do I need to request ASC review of landscaping changes to my yard?

When 25 percent or more of the landscapable portion of your lot will be involved in the project and landscaping plan must be submitted to the ASC for review and a response obtained before the project begins. Also, any project involving landscape (retaining walls, paved or gravel paths, patios, water features, etc.) requires ASC review. Simply adding a smaller flower bed or replacing a small section of lawn with mulch does not require review.

Meeting Minutes

Construction Permit Application
