Semiahmoo Resort Master Plan (SRMP)

Drawn up by: Semiahmoo master plan citizens advisory group, City of Blaine, developers, urban planners, architects, traffic planners, civil engineers, market analysts, and geotechnical engineers.

This master plan serves as a guide or “book of rules” for our community’s development.  With the passage of time details within the master plan, or specific provisions may become unnecessary, outmoded or “out of date” or even ineffective.  In such situations, the master plan would need to be amended or updated.  It is neither unusual nor uncommon so long as the amendment process is strictly adhered to and the process is completely transparent. 

It was based on the City of Blaine’s Comprehensive Plan adopted in 1974 and revised in 1987.

There is a statement: - “the plan will be supplemented by future additional information, permits and final subdivision.”

The City of Blaine has a fully comprehensive checking system (Development Review - http://www.ci.blaine.wa.us/index.aspx?NID=161) in place to ensure that the densities in the SRMP are and will be adhered to.

Public input will be available to community members at the appropriate time.  If there is a change to the SRMP or if the applications are not complying with the SRMP it is recommend that as a community we express our agreements and concerns at the appropriate time.

SRMP Areas

West Semiahmoo District, Zones 12 and 13 from the SRMP (Currently in the City limits)

An application has been made to remove West Semiahmoo District, Zones 12 and 13 from the SRMP.  There currently is no action by The City and community members at this time.  This is currently unfolding daily.  The City will notify us at a later date when the SRA is able to have input.  The SRMP show this as uplands area with single-family dwellings – overall density of <0.7 units/acre.  West Blaine was included in this area.

West Blaine (Not currently in the City limits)

West Blaine is located in Whatcom County and the Semiahmoo Resort Association (SRA) has no jurisdiction. When this area was added to the SRMP, development was for a golf course with multifamily dwellings – overall density of 0.7 units/acre.  This overall development did not take place and permission rescinded.   Community members may get involved if they desire.

Commercial = 8,000 to 12,000 sqft

Storage = 12,000 to 14,000 sqft

City of zoning = Marine Planned Recreation.  Marin, Beachwalker, Seagrass, and Hotel in the process or developed.

SRMP in 1985; 375 units approved for spit.

155 units constructed or received approval. This leaves 220 units.

Application = 325 units over by 105 units.

From what we can make out any development in that steep area was planned to be 6/10 dwelling units per acre.  But: in the notes it states "40% of area are wooded slopes with slopes in excess of 30% which should be preserved as open space."  Then, it is proposed that cluster housing be constructed to preserve vegetation in the excessively sloped areas.  From the original plan, it looks like this area is planned for cluster housing, if it is the area we think it is.  There is no plan of the exact area.

22.80 acres – 95 units

Roads and sidewalks = 2.0 acres

Open space = 18.5 acres
