Information for SRA Board of Directors Candidacy

 

SRA Board of Directors Mission Statement

General purposes of the Board of Directors are:  promoting the recreation, health, safety, welfare, common benefit, and enjoyment of the owners and occupants of the Semiahmoo Resort Association.

The main functions of the Board of Directors are to:

·         Conduct the business of the Association within the Articles of Incorporation; Bylaws; Covenants, Conditions and Restrictions; and the laws of the City, County and State

·         Undertake Strategic Planning projects to ensure that our community continues to thrive while maintaining the unique ambiance we cherish

·         Develop and administer an annual budget

·         Maintain common areas including gates, roads, street lights, beach stairs, park equipment, ponds, storm sewer systems and flower gardens at each neighborhood entry

·         Select members to the Architectural Standards Committee and oversee its work

·         Levy and collect assessments

·         Provide personnel policies and procedures for SRA employees including but not limited to employment, job descriptions, evaluation and compensation

·         Select and monitor certain outside services such as auditor, street cleaning and storm sewer drain cleaning

·         Participate in any additional objectives the Board gives itself for any given year, including meeting time lines and determining to what extent the objective is met

Characteristics of an effective Board member:

·         Listen to differing opinions and share different points of view

·         Supportive of the mission of the Board

·         Share information, articles, resources, and experience

·         Show concern for more than one issue or agenda

·         Respect the perspectives of others

·         See beyond their own personal experiences

·         Speak comfortably in a group with candor

·         Interact well with many different kinds of people

·         Work in partnership with others

·         Fulfill the commitments of participation and attendance

·         Attend as many meetings as possible, annually in order to provide continuity and maximize member involvement in the issues at hand

·         Engage in the conversation and discussion during meetings

Board of Directors Duties

bulletDevelop and administer the annual budget, including employee compensation [Note:  SRA Executive Director  is responsible for new employees, job descriptions, and annual reviews.  SRA President determines annual increases, if any.]
bulletUpdate the three-year business plan
bulletLevy and collect assessments.  [Billings and deposits done by the SRA Executive Director.]
bulletYearly audit or review of records
bulletUpdate long term reserve studies as needed
bulletInterfaces with permanent SRA staff

Committees of the SRA

bulletArchitectural Standards Committee:  five members with two-year terms staggered at six-month intervals.  Appoint, supervise, and support
bulletElection Committee
bulletGarden Committee:  three members are Master Gardeners.  Appoint, supervise, and support.
bulletAd Hoc Transition from Declarant Control Committee
bulletAd Hoc ASC Committee
bulletAd Hoc City of Blaine Liaison

Common Areas Maintained by the SRA

bulletStreets:  sweeping, snow removal, asphalt upkeep, and trash control
bulletGates:  routine repair and maintenance, replacing operators as needed
bulletNeighborhood Entrances:  summer and fall plantings in the flower beds at each neighborhood entrance, including main Semiahmoo sign and the Semiahmoo Parkway traffic circle (at the entrance to the hotel), maintain neighborhood signs as needed
bulletBoundary Ridge II Beach Access Stairway:  annual inspection, application of sealant as needed, routine maintenance including weed and grass control
bulletSyre and William Rex Parks:  clean and maintain park equipment, grass and weed control, pond and fountain maintenance as needed.
bulletSRA Vehicles and equipment
bulletStormwater Drainage System: 
bulletClean drains annually on a rotating basis
bulletDrayton Cove Storm Retention Pond:  pond and fountain maintenance as needed, cutting “seed alders” and cattails as needed
bulletDrayton Hillside I & II Bioswale and Rockery

Areas Maintained by the City of Blaine

·         Streetlights:  SRA currently pays $11.00 per month per light.  City of Blaine replaces and/or repairs broken lights and poles

·         Streets:  Semiahmoo Parkway and Drayton Harbor Road

·         Bicycle and Pedestrian Paths along Semiahmoo Parkway and Drayton Harbor Road

·         Pump Station on Bald Eagle Drive across the street from Syre Park
